The Maritime Administration, or MARAD, is part of the Department of Transportation. It is determined to promote the development and maintenance of an adequate, well-balanced US merchant marine sufficient to carry-out the nation's domestic waterborne commerce and a substantial portion of its waterborne foreign commerce, and capable of service as a naval and military auxiliary in time of war or national emergency. MARAD seeks to ensure that the United States maintains adequate shipbuilding and repair services, efficient ports, effective intermodal water and land transportation systems, and reserve shipping capacity for use in time of national emergency.

In the commercial mobility area, they hope to reduce the congestion commonly found in the nation's inland waterways as well as in the marine and landside infrastructure. National Security focuses on ensuring an intermodal sealift capacity to support vital national security interests. This includes the recent transfer of eight Fast Sealift Ships to the Ready Reserve force. These ships are the world's fastest cargo ships, capable of cruising speeds in excess of 30 knots. These ships can reach Europe in 6 days and the Persian Gulf via the Suez Canal in 18 days. These facts ensure that supplies will never be too far away from troops that need them. The environmental portion of their plan involves formalizing environmental considerations in their operations and in their partnerships with other agencies and private stakeholders in order to streamline processes that lead to environmentally friendly transportation improvements for the shipping world.
